I am trying to do the initial set up on a new Dell Windows 10 desktop. As you can see, 'to use a wizard to join a domain or workgroup, click Network ID" is completely grayed out. I cannot find any other place that will allow me to add this domain.

This article describes several common error messages that can occur when you join client computers that are running Windows to a domain. This article also provides troubleshooting suggestions for these errors.
